More vaccination, more testing and lockdown for the unvaccinated
The infection process is very dynamic. We must do everything we can to reverse this trend. Therefore, the "2G" rule applies indoors for adults. This means that access to many areas of social life is only permitted for people who have recovered or been vaccinated. Exceptions to this are on the one hand for people who cannot be vaccinated against the coronavirus for medical reasons, and generally for children and adolescents up to and including 11 years of age. For children from 12 to 17 years, an additional test is required.
The nationwide "7-day hospitalization incidence" (= number of newly admitted hospitalization cases with COVID-19 diseases per 100,000 inhabitants) is now the benchmark for additional protective measures.
Test
All asymptomatic individuals are entitled to be regularly tested for the coronavirus at least once a week free of charge by means of a PoC antigen test.

Vaccinate
Vaccinations are and will remain the most important key to fighting the corona pandemic. On the basis of the decision of the Federal Chancellor and the heads of government of the federal states of 18 November 2021 and the amendments to the Infection Protection Act (IfSG), new regulations will come into force with the 28th Corona Control Ordinance on 24 November 2021.
Replacement of the warning level concept
The previous warning level concept based on the three leading indicators "seven-day incidence", "seven-day hospitalisation incidence" and "proportion of intensive care beds" will be replaced. From now on, the nationwide "seven-day hospitalization incidence" serves as a benchmark for assessing the current development of the strain and strain on the health system in Rhineland-Palatinate and for the protective measures to be taken.
A 2G regulation will be introduced, according to which only vaccinated or recovered persons or persons treated as such will have access to certain areas of social life. The corresponding restrictions concern e.B.:
- events in closed rooms,
- body-related services (except rehabilitation sports and services for medical reasons),
- Indoor gastronomy,
- provision of present sexual services,
- hotels and accommodation establishments,
- coach and boat trips,
- Sports practice in amateur and recreational sports indoors,
- the interior of swimming pools and thermal baths,
- the interior of leisure facilities,
- gambling halls and casinos,
- the interior of zoos,
- extracurricular music and art lessons in the interior,
- the rehearsal and performance of the popular and amateur culture indoors as well as
- the interior of museums and exhibitions.
Children up to 12 years and three months as well as persons who cannot be vaccinated for health reasons and have a corresponding medical certificate and a current test certificate (see "Test obligation") are equivalent to vaccinated and recovered persons and thus not affected by the 2G regulation. In addition, children and adolescents up to and including 17 years of age – even if they are not vaccinated or recovered persons or are treated as such – are exempt from the restrictions of the 2G regulation if they have a test certificate that may not be a maximum of 24 hours old.
The test obligation specified in the Corona Control Ordinance in various regulations can now only be fulfilled by a PoC antigen test by trained personnel (rapid test) or a PCR test in which the underlying testing has not been carried out more than 24 hours before.
A self-test under supervision is only permitted for testing children and adolescents up to and including 17 years of age as well as for testing employees and employers, which is regulated in § 28 b IfSG. Testing at schools is also still carried out as self-tests. Beyond the cases mentioned, self-testing to fulfil the test obligation is no longer possible.
Obligation to present a photo ID
Persons who have reached the age of 16 must present a valid official photo ID at the same time in all cases where the presentation of proof of testing, vaccination or recovery is required.
In the schools, tests are again carried out twice a week.
Compulsory testing for examinations and at universities
For examinations (also in the higher education sector), the test obligation applies from now on (see "Test obligation").
Students at universities who are not recovered, vaccinated or equivalent must have proof of testing. who is a maximum of 24 hours old (see "Compulsory testing"). The previous privilege that the test certificate may also be from the previous day has been omitted.
Educational opportunities offered by public and private institutions outside general and vocational schools
The protective measures for extracurricular educational offers in closed rooms have been tightened (see "Education").
Regulations in the Infection Protection Act
In the new § 28 b of the Infection Protection Act (IfSG), the federal legislature has made regulations in some areas that were previously regulated in the Corona Control Ordinance. Therefore, these provisions have been deleted in the Corona Control Ordinance, but still apply, as they are directly effective in this respect on the basis of the Infection Protection Act.
The Infection Protection Act stipulates:
- The 3G obligation in the workplace for employers and employees in all workplaces,
- The test obligation for employers, employees and visitors of hospitals, care facilities, outpatient care services, etc. Vaccinated or recovered employers and employees can carry out the testing themselves by means of an antigen test for self-testing without monitoring. Until further notice, this does not have to be done daily, but twice a calendar week.
- The 3G obligation for passenger transport (means of air transport, local public transport and long-distance public transport) may only be used by passengers or passengers as well as control and service personnel if they have been vaccinated, recovered or tested. This does not apply to pupils and when transported in taxis. Masks are mandatory.)
The "seven-day hospitalization incidence" is the benchmark for assessing the current development of the strain and strain on the health care system in Rhineland-Palatinate and thus for the necessary protective measures. The "seven-day hospitalization incidence" indicates how many patients were newly admitted to hospital within a period of seven days. It measures the number of newly admitted hospitalization cases with COVID-19 disease per 100,000 inhabitants on average over the last seven days in relation to the state of Rhineland-Palatinate. As a case of hospitalization, hospital admission is counted as inpatient treatment.

Period of validity of the current Corona Control Ordinance Rhineland-Palatinate
The current regulations of the 28th Corona Control Ordinance Rhineland-Palatinate (28th CoBeLVO) came into force on 24 November 2021 in Rhineland-Palatinate. They are valid until 15 December 2021. The 28th CoBeLVO can be found under https://corona.rlp.de/de/service/rechtsgrundlagen/.
